The lion’s share of cut flower imported from developing countries into the European Union is free from tariffs or enjoys a preferential tariff. Exporters can check which tariff applies to their products at exporthelp.europa.eu. Go to ‘Import tariffs’, enter the product code corresponding to your product, select your country and click on ‘view’.
As an exporter, you can profit from the preferential tariff by attaching a Form-A certificate to the shipment. If your country does not have a preferential trade agreement with the EU, you will need an EUR-1 certificate instead of a Form-A certificate. Ask your local Chamber of Commerce which document you need and how to prepare it.
When the flowers arrive in the destination country, the certificate of origin is collected by the party responsible for the clearing of goods. This party then has to hand the documents over to Customs.
